London and Stonewall dutch.
boring safe d4 openings for white and black

Stonewall Dutch is far from being boring... You might try Czech Benoni as black for pure boredom and maneuvering. Although it's easy to slip there, after a few games, you'd should be doing OK. For white - the most boring (although better than me) player in my club was one girl that played d4, followed by g3, Bg2, Nf3, O-O, then c4, if possible, Nd2, b3, Bb2. Never taking pieces (unless there's no other way) and closing everything up as soon as possible. Those are my suggetions. Don't forget to look at Tigran Vartanovich Petrosian games. He was, apongside Karpov, the best positional player to ever live on this planet. Good luck.

Tbh i dont actually consider the london or stonewall boring, i play both. But they are often seen as such, and they ARE safe and easy.
Actually I have much more fun playing the london than I id playing stuff like the botvinnik semi slav.

People tend to play them in a boring way... I've never played against a London player that tried c4 or Nc3 or even some gambit on b2. I don't think I've seen any Torre attacks in a long time either.

In general, c4 is usually played in response to an early bishop excursion. The better ones will also play it if it will give them an advantage, say th e6 pawn is an easy taregt for a c4 bishop becuse the f pawn has moved (i do this often).
Nc3 before c4? not very common, it would be kinda like a veresov with a bishop on f4? not a great idea.
B2 gambits are more common in the tromp and torre, which i also use (torre comes by transpo. from tromp lines). The only common london gambit id think you would see is the morris 1.d4 d5 2.bf4 c5 3.e4. Obviously this will only come about if you lay 1..d5 2..c5, so otherwise people wont play these things against you.

A lot of people think the Catalan is boring. It's not boring by any stretch, but White is going for a "safe edge" instead of some erratic attack against a lousy dragon.
Well, I would say that a boring opening and a safe opening are two different things. At a point I got bored with Sicilian even it is an opening that many consider sharp and I have never seen the term "safe" in relation with that opening. But I have revived my excitement for Sicilian both with white and black.
Caro-Kann is sometimes labeled as a solid opening. Does "solid" mean that you can regard it as "safe"? Does "solid" mean that an opening is "boring". Well, I think it very much depends on what you think. Anyway, you can play 1... c6 as a response to 1. d4 thus inviting white to play Caro-Kann.
Personally I love Caro-Kann, but I am very excited about which direction white will go, because there are many options, so to me it is an opening with excitement. But again it depends on what you think.

i play the staunton scicillian and basic sicilian for e4 i was looking at chigoren but there seams to be alot of variations. There was a d6 universal system i heard of but don't know it 1c6 will that not lead into dificult semi slav postions?

White : Colle Koltanowski/Zukertort (boring for black).
Black vs
1.e4 1..e6 Rubinstein (dxe4 and Nbd7) or Fortknox (dxe4 and Bd7-c6) variation (if white doesnt play advance variation).
1.d4 1...e6 QGD Ortodox variation,Closed catalan.Or it leads to the french. (Boring for white)
1.c4 1..e6 Mostly leads to QGD , Reti or Catalan.
1.Nf3 1...d5 QGD and New York system vs Reti. Closed Catalan.
I think it's more fun to watch paint dry than playing against these openings.
