Catalan vs Ragozin

Which is the better line of the Queens Gambit: The Catalan or Ragozin? Even though they are different color openings, they are extremely good for their respective color. Which is better though?

Isn't Ragozin variation black's choice when in the 3 knights variation? And catalan (g3) is typically white's choice, right?

The Catalan is an opening for White, the Ragozin for Black. Both are top tier openings. That means Ragozin equalises with best play and the catalan gives White chances for small pressure.
