I think that in bullet games it's difficult to play against an (pseudo-)active position even if the gambit is incorrect. I like to do the following:
Now they have to defend. Most of the guys who play 1 ... e5 don't play anything else so these types of positions will be really uncomfortable for them if you prepare a little bit.
I mean Black is basically hoping for either cheapos on h2 or to get the rooks out fast and get x-rays on the king. If White can avoid that stuff he should be fine.
