Yes, that's the Sicilian Dragon.  From what I've heard, it's the second best opening for black, only inferior to the Najdorf.

I like the Najdorf and the Dragon. Plus, Kasparov used both of them.

The Dragon is very sharp and complicated. It has been considered "dead" many times since Karpov beat Korchnoi in their 1974 match. I do not think it is refuted but it requires lots of careful play by Black. Several GM's still play it and plenty of material is around for both sides to study. 

Note--there is no first or second "best" opening for Black--many openings are good it just depends on your personal preference and style of play.
