Line 1 (1.c3 e5 2.d4 exd4 3.cxd4): 3...d5 is a common answer (in fact this position usually arises via 1.d4 d5 2.c4 e6 3.cxd5 exd5). It's not at all a disaster for white; the idea is to force black in an exchange structure. However the idea is not particularly challenging since while in the regular QGD exchange black has an hard time bringing his light squared bishop out, here the task is accomplished rather easily. For example 4.Nc3 c6 (4...Bf5?! 5.Qb3 is annoying, while 4...Nf6 5.Nc3 is what white wants, a trasposition to a standard QGD exchange having avoided some black defences such as the tarrash) 5.Bf4 Bf5 with equality is a possible continuation. The line might make sense as an attempt to force black in your favourite structure, but is not supposed to be an attempt to gain an advantage.
Line 2 already exists and is a very theoretical mainline ;) 6.Nc3 as in your subvariation is the absolute main line (and no, white is not worse :P) while 6.Bg5 is a playable alternative.After 6...d6 play should traspose back to the previous line with 7.Nc3. 7.Nd2?! is instead a bizarre move. I call it dubious since in this line white has to use the splendid d5 outpost for his knights, and a knight on d2 is not going after this strategic goal. it also blocks the d-file, and as a result black might be able to arrange an early d6-d5 obtaining a great game.
