1.f4 is known as the 'Bird opening' named after English player Henry Bird who was active in the late 19th century.
It is lit.

It’s somewhat like the Dutch Defense.

It's a perfectly reasonable opening. Don't believe anyone who tells you otherwise - unless they are stronger than Capablanca, Carlsen, Kramnik and Larsen. They all used it. Fischer even used it by transposition to beat Mecking.
