There are a lot of good setups. The main moves are Nf6 and d5.
This is essentially playing an Alekhine or Scandinavian respectively where the addition of the moves c5 and c3 are beneficial for black.
The Alapin is ultimately very passive, drawish and inferior to the Open Sicilian, but the appeal of it for a lot of amateur players is that a lot of low level players don't know what to do against it. However, it's still a legitimate opening so you have to play well to beat it.
You have to consider the drawbacks of playing the move c3. c3 is ideally where the knights belongs, so it deprives the knight of it's natural square. Also it weakens the queenside so white is probably never going to castle long.
The moves Nf6 and d5 exploit this weakness. They both attack the pawn which can't be defended by a knight move. Also after d5, the queen can recapture and can't be harassed by the c3 knight and so stands well in the centre.
