Qe2 in the french is more of a move to throw off your opponent. It is quite inferior to any of the classical setups and isin't such a great idea since you just impede your own development.
Idea behind 6.Qe2 in French?

It simply increases control of the center: the e file, and e4. It may imply that white wants to castle queenside, with bishop out and 0-0-0 to follow. Nothing special, but nothing wrong with it either.

Probably there are some subtle differences between this and the more natural looking (and the most popular) 6. Nf3. I would also be interested in hearing more about the ideas from someone who has actually studied these lines bit deeper. At least 6. Qe2 gives black the chance to blunder with 6... Nxe4 7. Bxe4 Nf6? when 8. Bxb7! looks strong.
I'm still a newbie and was looking at some lines in the French. What is the rationale behind Qe2 in this position: http://www.chess.com/explorer/index.html?id=27113117&ply=10&black=0 (not played as much as Nf3, but it's second.)
Thanks
