I think it's also called Sicilian Keres variation. It usually transposes to normal sicilian lines (like after Nc6 d4 or d6 d4) though white can also use a grand prix attack setup with f4.

Black attempts to 'refute' 2. Ne2 usually backfire - that's its biggest advantage as far as I know.
