yeah i agree with Bankwell you want black to have commited with e6, so most of the time its played against the sicilian after e6 or the french. (e4 c5 nf3 e6 d3) or (e4 e6 d3) or even (e4 e6 Qe2!?) You can still play it without black playing e6, but it is definitely better when he has played e6.
this is one variation of the kings indian attack.
Black has a clear route to equality against the KIA even with a 1.e4 e6 move-order as in:
1.e4 e6 2.d3 c5 3.Nf3 Nc6 4.g3 d5 5.Nbd2 Bd6 6.Bg2 Nge7 7.O-O O-O 8.Re1 Bc7 9.c3 b6 =
IfWhite pushes e5 Black has an idea to play a5 and Ba6. If White trades on d5 Black just develops the bishop to f5. And 10.d4 Ba6 11.e5 Bd3!? with the idea of pushing c4 also should be equal.
