yes, there are whole books dedicated only to Be3 in the Najdorf. Go figure.
I play the Topalov and I really like it. I like it so much that when I see Be3 I start rubbing my hands.
The system starts by simply throwing the b pawn at white like a n00b. It's not easy for white to deal with that.
there is a book from jesus de la villa i read it and was able to play quite well against Be3, what i do is to delay my castle and use that tempo to get a fast atack in the queenside by playing a6, b5, b4 which get the white pieces kinda clustered followed by the queen side Knight manouevre Nd7, Nb6 Nc4 and try to change it for the e3 bishop in order to get more space in your position. i do this plans and when the atack in the kingside is unavoidable i just castle on the queenside i have had good results with this system
