Steve, I think you should weigh up what you want from your Black 1 d4 defence. I think you are quite a strategic player. Considering your affection for the English as White and French as Black, I really think when I consider it carefully that a good defence for you would be the Ragozin. ( I know you own the Pert book, which I really rate).
I think the 1 d4 deviations are something you really need to consider, in our leagues you will likely get this more than 2 c4, hence why I've chosen to play 1 d4 d6 as Black as 1 d4 deviations are not really a viable option against 1...d6!

Don't have the book but Pert's "Accelerated Ragozin" seems a bit dodgy. Also he recommends transposing to the Vienna - why not just play the Vienna directly? The Bxc4 pawn sacrifice is not something to worry about if you're already playing the sharp lines of the Vienna. It seems Pert was worried about the transposition to the QGA after 1.d4 Nf6 2.c4 e6 3.Nf3 d5 4.Nc3 dxc4 5.e3 a6 6.a4 c5, but I think this line is a bit pathetic for white unless s/he is an endgame grinder.
If you like the French I would play 1.d4 e6
Then white can play or 2.e4 d5 and you have the French. Or he play 2.c4 f5 and you can play the Dutch.
On 1.d4 e6 2.Nf3 f5 you can also play the Dutch.
