This is the scandinavian defense also called center counter in the west.

Yes, the first couple of moves are standard in the Scandinavian Defence. But 3...Qe6 is horrible.

As dethwing points out, more normal is 3...Qa5. I think Bronstein has played it with 3...Qd6. But then he's a genius and can play things normal people can't.  

The Portugese variation with 2...Nf6 and 3...Bg4 got very popular a few years back.

Either way, it's a perfectly respectable defence.

The Scandinavian is a good defense, either Qxd5 or Nf6 are acceptable.  Its usually a matter of taste.  Nf6 will tend to have more tactics.  The original example given has got to be one of the worst examples of black play I've seen.  Is the Black queen in a jitterbug contest?

The f3 line is also an acceptable line, there are a few different ways to follow up. Also remember that after 2. ....Nf6  3. d4 is not automatic.

No one ever plays like that against me.  I've got to pick better (or is it worse) opponents.  As a former resident of MI I must ask, how are you enjoying the state and where are you right now?

BDG is fun, my problem is I mainly played it in CC and didn't do that well.  Maybe now that I'm starting to do more OTB I should pick it up again.  Maybe its time for a BDG thematic here at Chess.com?

Here is an interesting article on the ''patzer variation'' of the Scandinavian. Seems like a nice surprise.

Guilty as charged.  I've played and guiltly enjoyed the Patzer.  It confuses White which in never a bad thing.

 It happened three times about year or longer ago. And I bet there are some novices on this site who'd do itLaughing

 I agree, I'm planning on making one as soon as I'm done with my current tournament.  Each side would get a game as white, to even out the advantage.
