Scandinavian defense

The scandinavian while it has it own respectable ideas, is not as strong as the other options black can play (e5, c5, e6, c6)

Yes, it is a slightly worse move than the big 4 responses to 1.e4. Meaning, if he plays all the right moves white should come out of the opening with a slightly larger advantage than he would get vs. a Sicilian, French etc. And black should have a more difficult time equalising. That being said, the Scandinavian is still a completely sound and playable opening at all levels, and a draw with best play just like every other opening.
Personally, I have recommended the Scandinavian to some beginners as it is relatively simple to play, and your typical beginner would not be able to "punish" the opening
Scandinavian Defence is a respectable opening. It has been played by many grandmasters.
Here is an example where black defeated the then reigning World Champion with it.
