Scotch game can be dangerous!
This variation of the Scotch Opening is not very popular, as white gets a big lead in development, which offers him more than enough compensation for a pawn.

Black has to be a brave man to play like that. Mainline is supposed to be this one:
While he may be able to get away OTB with it, I think his position is extremely precarious.
There is nice analysis by Expertise87 on his group, he says that pfren's pos is += but W has to play the exact moves, otherwise he finds himself at a =+
This variation has scored abysmally for black on ICCF. Check this out:
1. e4 e5 2. Nf3 Nc6 3. d4 exd4 4. Nxd4 Qh4 5. Nb5 Qxe4+ 6. Be2 Bb4+ 7. N1c3 Bxc3+ 8. bxc3 Kd8 9. O-O Nf6
10. Re1 -- 9 games -- 72.2% performance for white
10. Be3 -- 6 games -- 91.7% performance for white
10. Bg5 -- 3 games -- 100% performance for white
10. Rb1 -- 2 games -- 100% performance for white
10. Bf3 -- 1 game -- 100% performance for white
So yeah, not a particularly sound opening for black if white has prepared for it.
What you mean to say is, "not a particularly sound opening for black if white cheats and uses a computer." Since that's all the ICCF is, is a hiding place for those who let machines play their chess for them.
You are hopelessly confused, I'm afraid.
In ICCF games, BOTH sides are allowed to use an engine, and the ones who win, are certainly enough not the ones who "run an engine", since everybody does. You have to combine your own analytical skills with an engine output to win games there, and this is quite certainly more complex than it sounds.
