It's a bad move, white plays it because he's a beginner that doesn't know any sicilian theory.

Why do people play this opening? It seems pretty obvious to me that Black can easily reply e6 and then d5 to get rid of the bishop and buy time; however, I've faced this second move by white in about half of my Sicilian games. Thoughts?
