They are both equally legitimate ways to play. The Ruy Lopez is probably better for the improving player though.
The sicilian defence is black's choice, the ruy lopez is white's choice. So you cannot really compare them.

Well I think the question probably refers to whether black should respond 1...e5 or 1...c5 when facing 1.e4.

Both of them can be used to play for a win as black. Neither are more aggressive than the other as there are lines in both that are equally aggressive, not to mention that both white and black have to cooperate for a game to suit an aggressive player.

icyfire77, these defenses are some of the oldest and most common responses to 1.e4; they also offer black the best chance to equalize or play for a win and consequently there is a ton of theory to grasp/study/absorb/master for either one. Ultimately, you need to choose a line whose pawn structure, piece play, middle and endgames suit your style, and then prepare for as many white reponses as possible. Remember to play through games to see how players of all strengths have approaced these defenses.
I think then you need to just play that defense all the time. You will probably get crushed the first couple games until you get familiar with the nuances, move order tricks, strengths and weakness of the position. Then with a lot of hard work you'll find out which one is right for you.

i would have to say that the sicilian is more agrresive than the spanish from the black point of view just because of the imbalances and dynamics in the position

Once again it depends on the variation. The Moscow Variation is certainly not more complicated (or aggressive, take your pick) than the Zaltsev Variation.
They are both full of dynamic potential. As to the imbalances, that really depends on the position and the variation again. I mean, I do agree that there is the inbalance in pawn structure with moving the aft pawn rather than meeting the pawn straight up.
