Some kind of opening with a double fianchetto?

It involves the following moves,usually followed by castling on the king's side,can anybody tell me if this opening already exists and how you would play against it?

Well, let's see...

As white, you could do it in the Nimo-Larsen Attack (1.b3) or the English (1. c4) or the King's Indian Attack.

As Black, you can do it in the Sicilian Dragon (includes the accelerated lines) or the Pirc, or the Indian Defenses.

How to play against it?

Well, white is giving you a sizable chunk of time, so you will get a chance to
develop a pretty strong center that will inhibit his pieces.
