I think after 3...Qh4+ white is down a pawn with a crap position.

If you wanted to play something similar there is the Vienna where after 1) e4 e5 2) Nc3 Nc6 3) f4 you dont have the same kind of tactical problems.  I am no expert though, havent played Vienna in about 15 years.

While it stops d5, it really doesn't help either. Nf3 or Bc4 are way better.
