Silly question but where did the name "PIRC" come from? This is my first encounter with the acronym.

Yes, a silly question indeed. "Pirc" is NOT an acronym. GM Vasja Pirc (pronounced 'Peertz') made significant contributions to this opening, and as a result, it now bears his name.
