Play whatever you like. I would surely play the Reti all the time as white if people answered the meek 3.e3 with 3...c5.
MI @pfren. I do not know much about Reti. I like 3 ... c5 because I'm familiar with the French defense. I do not know the plans with 3 Cc6. It would be very nice if you could explain what the plans are with 3.Nc6. How should your pieces develop black?

The plan is very simple: play ...e5, without giving white a target at c5 to open up the play. I was thinking that 4.b4!? might offer something, but this is not the case.
That's why 3.b4 is the current trend, although Black has three good answers against it.

You play b4 on the wrong move. 3.b4 is better than 3.e3 intending 4.b4 as black has 3...Nc6.

The Reti opening is a somewhat complex opening, in a video they recommend the movement 6 ... Bg4, before this white it has 7.Qb3 !, followed by Ne2, with a good initiative. Better is 6 ... e5, followed by Bc5 and Ne7.
What do YOU play after 1...d6? Most of the times Black will go 2...e5, but this is not the only option.
2.e4 c5 is a Sicilian, most of the times not wanted by Reti players, 2.g3 e5 (or pretty much any reasonable move) is hardly conclusive or anything, and 2.d4 Bg4 is a fairly respected "white square strategy" positional approach (Black wants to go on like ...e6, maybe also ...c6 and d5 etc).
