Only a naive guy would claim that "only Black can be better" in a position where white has the move, and he has done nothing wrong in his first two moves.
Actually after something mildly ambitious like 3.c3!? I cannot find a line of the Keres variation (in reverse here) where the extra move a2-a3 for white can be useless, or even harming.

I think white has really good kingside play after 2...g6!
