For human players there isn’t really a best defense against the Queen’s Gambit. There are quite a lot of solid responses by black to the Queen’s Gambit, and it really depends on play style and ultimately preference

You could opt for a standard QGD with 2…e3, a Slav with 2…c3 which you could turn into a Semi-Slav setup or some other Slav line. You could play the Chigorin with 2…Nc3, the Baltic Defense with 2…Bf5, the Austrian/Symmetrical Defense with 2…c5, the Marshall defense with 2…Nf6. And even the Queen’s Gambit Accepted with 2…dxc4

And even with all of the second move defenses, there are still a whole lot of variations that each have their own different strengths and weaknesses. It really just depends on how you play and what you want to play. You could even attempt to not play into the Queen’s Gambit at all by playing something like the Indian Defense or Dutch Defense if you like. There isn’t really a best response to the Queen’s Gambit other than the one that suits the specific individual.

Most players decline the gambit. However, I avoid the QG with the Slav defense.

I do it in a different move order and go for a Nimzo instead though

My personal favorite way to play against the Queen’s Gambit though is to decline it with Bf5 (Baltic Defense) and then go for a Slav pyramid setup with e6 and c6

Not really. Qb8 is an inaccuracy. The move should’ve been Qb6, which yields a nearly equal position. The Baltic Defense is slightly dubious in itself, but the Psuedo-Slav variation as it is supposedly named is actually quite solid for black.
