What is the best response to offbeat ...
... stuff like the Hippopotamus Attack - or other openings or defenses where the opponent plays dubiously but sets up a kind of barrier along his third rank?
I was thinking best might be just to grab as much center as possible with a four pawns type setup (i.e. c through f pawns all on the fourth rank.)

Speaking generally, that's not a horrible plan, but you have to be careful not to overextend yourself. Generally the best way to meet odd play is with "normal development", at least OTB (or on limited time, etc. etc. If you have all the time in the world, you might be able to find a better line against whatever specific set-up they've chosen to employ).
