nothing real that Im aware of. as black Ive seen a Slavish-Grunfeld (which there was a GM article a bit ago of) and I guess you could try that reversed, although it doesnt make sense as much..

I don't know if those opening moves have a name with White, but games with the Gurgenidze variations of the Caro Kann and the Modern would show you what Black does with them.

The technical term for this opening would be "awful".   The quick Fianchetto isn't bad (although it's not particularly good either, but from there white needs to quickly stake a claim to the centre, particularly the dark squares along the a8 h1 diagonal where his bishop resides.   c4 seems considerably better than c3, and depending on black's setup might transpose into any of half a dozen well known lines of the English.  

 

As for the more relevant (although suprisingly unasked) question, how do you go about beating this setup as black?   I'd reccomend aggressively taking control of the centre of the board, espescially the light squares (to make that g2 bishop worthless).   With a strong centre and active pieces you should be in pretty good position to attack on either wing or down the middle, wherever looks best to you :).
