What to do as white after 1. d4 e6 2 Nf3 f5, please?
Dia duit! The tricky thing about being Torre player is that there are a few ways to avoid the Torre, such as this delayed Dutch. I don't play d4, but maybe you should learn a system against this? Systems have the advantage of ease of learning, but there is no system that can be played against everything.
Why not just play Bg5 and carry on with your standard deployment as far as possible? It looks OK, and Bg5 is a recognized move against the Dutch.
The Torre cannot be used as a Standalone Opening. I myself, for about a year, played the Torre and Colle combined, along with the Slow Slav against Anti-Colle lines like 3...Bf5 or 3...Bg4, 2.Bg5 against the Dutch and 2.e4 against 1...e6 (playing the White side of the French Defense)
The Torre only works against Nf6/g6 and Nf6/e6 (and the rare Nf6/d6) lines.
In the Dutch, 3.Bg5 is no good. 3...Be7 and Black has absolutely no problems.
Against early ...d5 lines, it's also no good. 1.d4 Nf6 2.Nf3 d5 3.Bg5? (3.Bf4 or 3.e3 is better) Ne4! This is not the same as the Trompowsky, where Nf3 isn't played yet, and so f3 can dislodge the Knight.
The Torre works great against the Nf6/g6 lines and Nf6/e6 lines if you've actually studied them. Most don't study, and use the Torre as a lazy a** way of avoiding studying opening theory, which you will utterly fail if that is your approach. The Torre works against very specific structures only, and it would have to be part of a fuller repertoire for it to work.
3 c4 is very good. Just continue 4 g3, 5 Bg2, 6 O-O.
2...f5 is loss of tempo and weakening. That should show sometime.
You can play 3.d5 which I’ve played myself and actually works pretty well if you know the ideas and if the opponent is not prepared (which is a lot of the time) however there is at least one way that I know of where Black can leave white struggling for equality.
Otherwise you have to learn some systems against the Dutch or play whatever and just accept you’re not getting a normal Torre.

1.d4 e6 2.c4 can lead to 2.Bb4+ the Keres Defence which can transpose to the Grunfeld Variation of the Bogo-Indian after 3.Nd2 Nf6 4.Nf3 or to the Nimzo-Indian after 3.Nc3 Nf6 and to the Wade-Smyslov Variation of the Bogo-Indian Defence after 3.Bd2 a5 4.Nf3 Nf6 as Gotham says "there's still a game of chess to be played"
What Dutch is he playing? Dutch players don't like being attacked you can try the raphael variation / or staunton gambit where you castle long and checkmatemate your opponent on the kingside

Right, but after 1.d4 e6 2.Nf3 f5, then 3.g4 in that case is a bit less sound. But still tricky and looks fun!
I used to play the Krejic Gambit - in fact I thought it up while driving to a tournament back in the 1980s, never having heard of it before. I showed it to a friend and asked what he thought, and what do you know in his first game his opponent played 1...f5, so he tried it (and won). Later I asked Seirawan what he thought of it (he was giving a simul), and he said it was one of Korchnoi's "secret weapons"! After 2...fxg4 I had been playing 3.e4, but Yasser said that 3.h3 was a stronger move.
So what should we call 1.d4 e6 2.Nf3 f5 3.g4?! Chess.com says it's been played a grand total of 5 times, with three of the games being draws, and black winning the other two.
