Because it's a fun and aggressive opening.
Also you don't know what other people know. Most people that level learn until about move 5-10 (the tabiya positions) and then try to figure it out from there. Figuring it out is part of the fun.

My main against Sicillian is the faithful Morra. If I was on the receiving side, I would simply transpose it into an Alapin.

Sometimes you just gotta play it to learn. If your opponent outplays you, take the L, analyse the game and see what you could've done better.

I rarely run into the Smith-Morra, buts it’s a comfortable game for black when you have a plan and can stay on tempo.

I don't think beginners should play the Sicilian,or any half-open defense;I think it's more productive to play 1...e5 to 1.e4. That being said,if playing the Sicilian is rewarding for a player,then good for them.The best chess opening is the one that you find most fun to play.
