worst to best first move

I'd personally clump a number of moves together--like in backgammon theory, half a percentage point here or there doesn't convince me one option is notably better than another. So this looks about right:
1) d4/e4/Nf3/c4
2) b3/g3
3) f4
4) e3/d3
5) c3
6) Nc3
7) b4
8) g4
9) Nh3/Na3
10) a3/h3
11) a4/h4
12) f3.

- b4\g4\f3 (Yup, f3 isn't so bad.)

I would contest that 1.c3 is a more useful waiting move than 1.h3 and even 1.a3 in many cases.
personally I would play 1.c3 all the time, if it wasn't for the fact I cant find a system I like with it against a Kings indian style setup.
Isn't playing h3 or a3 to prevent the bishop from coming too far simply like playing black with that extra tempo? Probably not as bad as Nh3 or Na3, which actually does harm.
