Chess Manners

I had recently had two games. During both of these games my opponent was continously rattling his fingers in the middle of the board during his goes. And also regurlary hitting the clock before they had actually moved their pieces. Is this okay behaviour?

No, and did these incidents take place during a tournament ?

Kind of. It's not an official tournament but still under the same rules and we are competing for a premiership.

Is there a tournament director or arbiter ?  Someone in charge of enforcing the rules ?

There were supervisors. Whether they knew the rules of chess I did not know.

Sometimes you have to be the tournament director and tell him you'll direct your foot to his ass if he doesn't cut it out.
