I just can't help myself.  Telephone poles are a perfectly acceptable term for powerline poles.  The lines aren't insulated.  The photo is of distribution lines.  I guess everything is relative, so arguing about whether or not they're high voltage or not is kind of silly, but transmission power-lines are generally considered high voltage while distribution are not.
