I recognized the background from this video of Anand -- which tells me it's the 1994 New York Intel Active blitz tournament.
I tried looking at Kasparov's games from that tournament, which would be somewhere in this page or one of the following, but then chessgames went down for maintenance. You might be able to find the game once it's back up.
It looks to me like a young Kramnik.

The still you posted does appear to derive from a video (and from the same sort of video camera setup we see in the Anand game I linked to). But whether it can be found on youtube and the like is quite another question.

It's not the whole game. I'm not sure if this is how it was edited when it played on television or video at the time, or if a longer version was released and this is a recent edit.

I screenshot the kasparov vs kramnik from a juditpolgar video, which just for a split second showed that picture, but i was wondering if there was a full video of the game too (i saw the vid of anand before, i too recognized the similarity)
