thank you for your answer, i saw more people resigning in 30 minutes games, it's frustrating when you make your strategy thoroughly thanks to this long time preparation, in this case the opponent withdrawal is frustrating.

Resigning is the normal way of conceding defeat in chess. The sooner you appreciate this, the better, because it's not going to change, now or ever.
When you are no longer a beginner, you will discover that chess games are effectively decided long before checkmate is reached, and playing out a won game to checkmate is actually just going through the motions and not particularly interesting. Your opponent is doing you a favour by giving you the victory then and there, instead of wasting time for both of you by dragging it out.

If your opponent has run out of pieces, what do you expect them to do? Just sit there shuffling around while you take your sweet time to checkmate them? Have some respect for your opponent and allow them to concede defeat, instead of forcing them to sit there in a game they can no longer win, just to stroke your ego. Playing on in that situation is not fun for the losing player.

  A whole rook is considered a decisive material advantage.? Playing on a rook down in the hope of a blunder is not really much fun, because there is little realistic hope of winning.? I don't see why this frustrates you unless you're upset at being denied the opportunity to toy with an already defeated opponent.
At the OP's level, NO ONE should EVER resign.
