Magnus. Magnus was the world champion from 2013 to 2023, and probably he is still the champion if he kept playing in that competition.
Hikaru, although also very talented, he has never been the world champion (or the world #1). Hikaru is more famous for rapid & blitz, but Magnus is also a strong competitor and often beat him. So I think Magnus is obviously better.
