Is Hikaru below his best as in the candidates tournament?

Hikaru is on a disappointing score of 1.5 in the candidates in the fifth day, and he just resigned against sindarov. Is playing Mickey Mouse tournaments taking a toll on Hikaru's play? And why the heck does FIDE allow people to be selected by this nonsense way?(no hate to Hikaru but seriously)..

He had a few bad Candidates in the past and then he suddenly started to have a lot of good tournaments again. I believe he can still compete among the world’s best elite players just like Vishy Anand.
