Chancellor
Almost equally strong, I would say. Perhaps the Chancellor is slightly stronger, the Archbishop a little more agile.
Q=950, C=900, A=875.
But the 'leveling effect' makes thir value somewhat dependent on the presence of the others. E.g. Q is better than R+B (by at least a Pawn) if there are no C and A. But when C and A are still on the board, R+B is better than Q. (Because they also hinder the C and A, which the Q does to a much lesser extent.)
Which is better, the chancellor (knight/rook) or the archbishop (knight/bishop)?
I personally have no strong preference, but what do other members of the community think?
