Basically it goes like this - Each side can only move their pawns until no pawn moves are possible or there are no pawns left. Promotion is allowed but promoted pieces are left as is if there are still pawn moves. If the king is checked during this phase it’s considered checkmate and game over.

After the pawn phase you can no longer move your pawns, so any locked pawn chains are left on the board. Now you can only move your other pieces. You can still capture pawns, just not move them.
