After you castle, the king and rook are supposed to be in the places after you castle in a normal game. If those places have pieces, you can't castle.
Chess960
Castling kingside in this position is easy -- just move the f-knight and you can do it. Castling queenside is going to be a vastly bigger production, but its certainly possible. You would need to move all 4 minor pieces and the queen off the back row without touching the e-rook or the king -- then you can castle.
In other words, there are certainly certain starting positions for 960 where castling on one side or the other is very awkward and not something your likely to do in a game, but its always theoretically possible.
One of the rules of chess960 is that you're supposed to be able to castle on both sides. right?
But I got this position and it doesn't let me castle on neither side:
