Help Setting up a Chess Tournament

I am involved in running a monthly, informal and unrated, chess tournament for my local club.  I'm looking for advice on what format to use.  Lately my attempts at round robins have been running too long.  Opinions on what format we should use? How should I handle draws?  Here are the details.

1) Eight to twelve people (mostly class A adults)

2) 15 min, no delay is our traditional time control

3)  We have 3 hours.  Roughly 5:45 to 8:45.  About six games each. 

4) I would like to be as inclusive and generous to new and weaker players as possible.  I would like everyone to be able to keep playing until the end of the tournament.
