0.00 engine eval

Does a 0.00 evaluation from a chess engine contain any special meaning along the lines of "unclear" or does it just mean the engine happens to consider a position exactly equal?

I ask because, Komodo 10.1 evaluates the opening position in chess, after 1.e4 as about +.17 for White, though it bounces around a bit.  On the other hand, in the famous game Capablanca-Tartakower 1924 , after White plays 31.g4, Komodo suggests 31...Nb3 in response, which move is hardly discussed in any of the books or articles covering this famous game.  So, I let Komodo crunch all night.  As time goes on, more and more positions wind up with the exact same evaluation -- 0.00.  Eventually, it lists the position as 0.00 in ALL of White's top seven responses to this move, and then the eighth possible response slightly favors Black.

This seems very unlikely to me so I'm wondering if it indicates anything about the position or conversely about the engine.

There is no such word, except to the extent you made it up (which is fine, of course).

Edit:  Oh, now I see it wasn't your intent to make the word up, but someone elses comment...and now I'm getting sidetracked.

However, I am not wondering about the half ply situation at all.  It is merely intended as a reference.  If the opening position is not 0.00 in any variation, how can move 31 of a famous game, a move not even analyzed in most books, be even across seven variations?  That is what I'm wondering.
