Annoying guy holding up the tournament for no good reason

Can't post the game coz it's still in progress. Last game of the first round, doesn't affect the standings, it's his move and he has a totally lost position, he will advance anyway. He has been on holiday for weeks; won't move, won't resign. when I nudged him he offered a draw, so he isn't actually away. In a situation like this, couldn't the TD have the game adjudicated or something?.
