Automated Draw Offers.

I've only encountered this twice. I'm in a winning position, and the opponent offers me a ridiculous draw. I decline, go back to my home page, and the offer is back on the table.
And this repeats, regardless of time of day.
Unless the person is spending their days hovering over the "offer draw" button, it must be something automated. But I can't imagine chess.com automating perpetual draw offers.
What gives?
