No.   Once an account is closed for cheating, it stays closed unless there is a successful appeal.

What you can do is to write to support, admit to the cheating and ask for a second chance.  In that case, they may let you open a second account. (Hint.  You should close this one asap.)

Here's a Reddit post from the last day or so.  The poster got this message, presumably in his chess.com inbox rather than by email:

I'm not sure what we can draw from this - closing the account but no direct accusation, no demand to confess, and an invitation to reopen.

@masterlokton did you actually get an email like this, or is your question hypothetical?

The question alone screams that you have no understanding just how low cheating is. I honestly can't understand the mentality of someone who gets their jollies off of sabotaging hard fought for ratings. Targeting folks who otherwise wouldn't even play you ; because it would probably be like taking the kids golfing anyway. Start yourself a new acct. And repent of the easy way. Play chess hard & honest ; and learn from your beatings. Learn how not to repeat mistakes. Your rating will grow. And it will be honest.
