There should be a filter for selecting from what part of the globe you would prefer your opponents to be situated in; e.g., same time zone, your specific time zone plus or minus 3, western hemisphere or eastern hemisphere, Europe or South America, Russia or Australia, etc.  I live in the USA (North Carolina) and would prefer to play mostly against other chess aficionados in the western hemisphere due to time zone limitations, i.e., I would prefer to play others that are awake when I am awake and sleeping when I am sleeping (midnight to 7:00 am DST).  Since I prefer to play quick games with a time limit of 1 move per 24 hours and select very fast opponents so as to play faster than that, if my fellow chess player is in the eastern hemisphere the games take longer than I would prefer since he will be sleeping when I am awake, and vice versa.

Well here's the thing... if one person plays only on their lunch break, and another plays just before bedtime, they might as well be on opposite sides of the globe. Accept seeks from people who show as currently online and you will have just about the best chance of getting someone who is consistently online at the same time that you are, even if it is a nightowl across the pond.
