Fair Play Policy (FPP)

Hi,
Sometimes, at the end of a game, I receive a message saying that my opponent might have violated the FPP of the site.
What does it mean exactly ? Did they tried to disconnect to avoid a loss ? (this is my feeling)
Where can I find the policy to read it ? I tried the search but it returns nothing.
