Four move rating unchanged question

Thanks. I fell victim to a chess troll. Going to have to play it out. The kid has 40+ open games, and most games under 5 moves.
3 and 1/2 moves affect ratings.

As Black, why don't you just resign on move 3 before White makes the fourth move so you can go on to a real game?

If I time out after an opponent has made his/her 4th move without my responding (so technically it's only 3 and 1/2 moves) will the rating be unchanged? I know it changes after 4 move completion. Just wondering.
