Is sandbagging a punishable offence?

I just played with a sandbagger and only realized it by looking at his past games. He was a 2100-2200 bullet player who purposely reduced his rating all the way to 1500+ and then he starts playing with 1800-2200+ guys and beating them most of the time. He has reduced huge chunks of rating off these guys because of his low rating....

You should report him. I don't know if chess.com has ever issued an official statement on it. Many people believe that the community guidelines forbid it.
