You can change the language in your settings.
You can also just click on language on the bottom of the web pages.
The Game Review may be available in Spanish.
Google is doing a pretty good job with translations these days.

There is a known issue with the newer app (Android for sure) where Game Review does not honor your device language. The reported issie is on Brazilian Portuguese.
