Limit on parallel games

I'm playing correspondence against a US-guy right now who is playing about 150 games at a time. He is down to only his king vs a queen, a bishop and three pawns. Yet he uses all his times to make moves that will lead to a loss soon,. It's no surprise he lost about 1/3 of his games by running out of time. That's annoying as hell.

People like him should be banned for bad sportsmanship. To prevent this behaviour, the maximum amount of parallel games should be limited and anyone who loses more than x % of his correspondence game because of time should be temporarily banned from starting new games. Let's say for a week.

That's why the 10% rule exists in daily tournaments.

He is banned from tournaments already. He can't play any tournaments because of his time out percentage but he is still playing 150 gamea because there were 150 people like you who  evidently couldn't be bothered to check his stats before the game.

As expected, he let the time run out as soon as he realized he was about to lose. Sad, so sad.
