Try Washington Square Park in the Village. I have not been there in many years. There are usually some games in Central Park as well.

when I was in lower Manhattan three years ago I remember seeing tables and tables with chess boards outside....many people were playing...I don't know the exact location but it definitely was lower Manhattan...hope this helps.
