How long does it last for the heinous crime of choosing not to play ?

"after a few days" .. how many days ?

The wording here... makes me question your motives for asking. 

Choosing not to play is done by not logging in and starting a game.  There is no penalty for that.   Did you mean getting yourself into a losing position and then "suffering a sudden and uncorrectable internet outage" perhaps?

No... I did not mean that. I meant choosing not to start a game with someone with whom I do not wish to play.

I don't have one: as far as I know there is no penalty for not starting a game?  I do not even understand the question now.    If neither side moves the computer just aborts the game, it happens all the time.

depends if you were being a tease to him or buggering him in other ways where he might expect some type of further interaction
